Planning Control Framework
The end user should be aware that there is clear contractual responsibility for the various stages from planning application to eventual systems operation as follows:
  1. Site suitability report.
  2. Design of treatment and disposal systems.
  3. Installation instructions for treatment and disposal systems.
  4. Installation of treatment and disposal systems.
  5. Certification that both the treatment and the disposal systems are installed in accordance with: the planning permission, the Building Regulations and the installation instructions.
  6. Maintenance of treatment system.
It is also important that the end user ensures that those accepting responsibility for the above stages have adequate insurance to cover design, product liability, public liability and employer liability.
